The Borg are known to take over other species through forced assimilation. Those of you who have been on the Chief Executives Road Show will have seen one of the slides which refers to the Borg. <\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-family: Arial;\"><strong>\u2018One public sector\u2019<\/strong> the second of three aims outlined in the Cabinet Future Shape report. This aim has its origins in what is called <a href=\"http:\/\/www.localleadership.gov.uk\/docs\/TotalPlaceWeb.pdf\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff;\">Total Place <\/span><\/span><\/a>.<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-family: Arial;\"><a href=\"http:\/\/www.localleadership.gov.uk\/docs\/TotalPlaceWeb.pdf\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff;\"><span style=\"mso-bookmark: OLE_LINK1;\"><span style=\"mso-bookmark: OLE_LINK2;\">Total Place<\/span><\/span><span style=\"mso-bookmark: OLE_LINK1;\"><span style=\"mso-bookmark: OLE_LINK2;\"><\/span><\/span><\/span><\/span><\/a><span style=\"mso-bookmark: OLE_LINK1;\"><span style=\"mso-bookmark: OLE_LINK2;\">\u2019, is \u201can ambitious and challenging programme that, in bringing<\/span><\/span> together elements of central government and local agencies within a place, aims to achieve three things:<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-family: Arial;\">1. To create service transformations that can improve the experience of local <\/span><span style=\"font-family: Arial;\">residents and deliver better value<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-family: Arial;\">2. To deliver early efficiencies to validate the work<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-family: Arial;\">3. To develop a body of knowledge about how more effective cross agency working delivers the above\u201d<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-family: Arial;\">In <b style=\"mso-bidi-font-weight: normal;\"><i style=\"mso-bidi-font-style: normal;\">\u2018plain english\u2019<\/i><\/b> terms it means looking at total public sector spend across an authority. To see if money can be spent more effectively to achieve better outcomes. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-family: Arial;\">Total Place reared its head in Sir Michael Bichard&#8217;s work on the <a href=\"http:\/\/www.hm-treasury.gov.uk\/vfm_operational_efficiency.htm\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff;\">Operational Efficiency Programme<\/span><\/span><\/a> (February 2009) which looked at the scope for efficiency savings in the public sector.<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-family: Arial;\">The question is how much will the other public sector bodies <strong>\u2018buy in\u2019<\/strong> to this approach to delivering better outcomes for Barnet residents. Will they voluntarily sign up to the <strong>\u2018one public sector approach\u2019<\/strong> or will we need the <b style=\"mso-bidi-font-weight: normal;\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Borg_(Star_Trek)\"><span style=\"text-decoration: underline;\"><span style=\"color: #800080;\">Borg? <\/span><\/span><\/a><\/b><o:p><\/o:p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Second aim outlined in the Cabinet Future Shape report (July 2009) Apologies to those of you who are not Sci Fi fans.
