Recommendations<\/o:p><\/strong><\/span><\/span><\/p>\n

1. The Business Case has failed to make a strategic, economic, commercial, financial<\/o:p><\/span><\/span><\/p>\n

and management case for commencing the procurement process and should be<\/o:p><\/span><\/span><\/p>\n

rejected by Cabinet Resources Committee.<\/o:p><\/span><\/span><\/p>\n

\u00a0<\/span><\/o:p><\/span><\/p>\n

2. Given the impending changes in the organisation and delivery of local government,<\/o:p><\/span><\/span><\/p>\n

NHS and benefit services, the Council should avoid being locked into a long-term<\/o:p><\/span><\/span><\/p>\n

contract. It should commit to engage with staff and trade unions to undertake<\/o:p><\/span><\/span><\/p>\n

transformation in-house drawing on external support on an as-and-when basis (a<\/o:p><\/span><\/span><\/p>\n

practice adopted by Kent County Council and Newcastle City Council in drawing on<\/o:p><\/span><\/span><\/p>\n

external consultancy to support in-house transformation).<\/o:p><\/span><\/span><\/p>\n

3. If the Council proceeds with current plans then it is essential that it:<\/span><\/span><\/p>\n
